Visa to germany for wife in abudhabi

i have just recently married. My husband is an afghan who resides in germany. he holds a german passport. while i hold an afghani passport and reside in UAE. for application of a spousal permanant visa to germany what are the requirements? I am already registered for the A1 course at goethe institue. and have forwarded a copy to him of a duly translated marriage certificate, attested by both foreign affairs and the embassy of canada in abudhabi to start the visa processing. Moreover, further to issuance of a permanant visa, is one required to stay in germany ie. live there as one of its visa requirements? thanking you inadvance.
