Tourist visa query

Hi,

I have two queries

1. I have already applied for long term spouse visa unfortunately my husband lost his job so embassy has hold the visa processing for 6 weeks.My query is can I apply for tourist visa in the mean while. If not what is the other way to visit him in Germany?
