Spouse WP under new law

Is it true that under the new law, dependents are allowed to work without the waiting period of 2 years? It will be 1.5 years for my wife in Jan 2005.

I am forced to think this way because the Arbeitsamt is refusing to give her the permit although the company really wants to hire her. The Arbeitsamt keeps on asking for more and more papers and after a while it is quite stupid and you know what they will decide.

She is an engineer (not IT) and no wonder she has starting not liking the place!

Can you guys suggest anything?
