Bundesrat wants to reduce 84K to 53K for NE §19
In AufenthG §19 it is stated that min. annual gross income is 84K for high qualified labor.
Recently Bundesrat commented on a law change proposal in the parliament. This is Stellungnahme from Bundesrat:

53.000 comes from the phrase "dem Doppelten des nationalen jährlichen Durchschnittseinkommens".
If this happens, then it will be better than Greencard conditions!

From your registration date it seems you are fresh member of this forum. I would therefore recommend you to search the posts. This was just a proposal from Bundesrat but refused by the parliament and government. The current status is that minimum requirement of salary is 64.800 Euro/year (2009).
