I have search all over Internet about the Ausländer and GEZ gebühr.
Does someone have the information about it?
I do pay but, I am not quit clear about Ausländer and paying the GEZ…

"GEZ must be paid by germans but not by foreigners".

I got letter also to pay this.but im not using my TV at all for watching government channels just time to time DVDs,as i spent most time on internet.
Is there any way to avoid it?
or if i just pay radio part or something...

Does not matter if you watch TV or not - important thing is that you have one and this means you CAN watch TV programs and this is why you have to pay.
You could not pay and in case they come to you to check - you are not obligated to open a door and also not obligated to talk to them, however if you decide to talk - you have to tell them the truth, otherwise it can be used against you in the court.

Well, to be honest - yes. I was thinking that there is some way when you receive Kranken Geld to be free from payment.

Its possible to be exempted from the GEZ TV tax only if you get the tv tuner component out of your set through a specialist,(cost about 20€) and provide the copy of receipt to the GEZ.
With this you would still be able to watch the FTA sat. channels (via scart)without paying to GEZ.
I know its sorta of weired but is acceptable with GEZ,some of my known have done it.
But for radio no way.

I just asked about your mentioned Scenario, to get TV-tuner out of TV, but the lady told me that egal, bislang ich ein TV habe, und auch wenn ich durch Satellitenschüssel Program(auch wenn nicht Deutsch) empfängen kann, muss ich GEZ 
bezahlen.
Otherwise, just give some details about it.

there is nothing like removing tv tuner card,i have also asked many people but they all said if u hav tv then u hav to pay.
or throw ur tv out buy a flat wide screen big monitor and enjoy atleast DVDs
