NE possible when unemployed?

Hi all, I could really use some help with this sticky topic. I will be officially unemployed in July and my 5 year work permit is up in November.
If I am still unemployed and receiving unemployment money in November is there any chance of getting a NE? I suppose I only have a chance of getting a 6 month job search allowance visa beyond November and then will be thrown out May 2006. With a NE I could do other non IT jobs I am qualified for or become a non contracted IT. consutant. An idea what happens being legally in the country over 5 years but not employed and likely not eligible for a NE because of it?
