Wife's student visa

Hi,

According to (old) §19(1) Auslaendergesetz, a wife can get an independent visa. It's the same thing that offered by a Green Carfd broschure from "Bundesministerium fuer Arbeit und Sozialordnung".
What do we need to get this kind of visa, according to your experiences. Which one is better: having this visa or applying student visa (if my wife takes study)?
