Hi All,
I have the following question for my friend.
When applying Work Permit(or residence permit under new immigeration law) for a Student having Job suche visa after completing the course from german university, does he require JMC(Job Market Check for EU citizens) from Arbeitsamt? or Are they excluded from this check?
Where can i get more information about this Job Suche Visa?

No, they are not excluded from this check.
See here paragraph § 16 (4). This paragraph says you have to comply with paragraph § 18 to be able to get the job offer and paragraph § 18 (2) points to paragraph § 39 and paragraph § 39 (2b) says the following:
"Die Bundesagentur für Arbeit kann der Erteilung einer Aufenthaltserlaubnis zur Ausübung einer Beschäftigung nach § 18 zustimmen, wenn
für die Beschäftigung deutsche Arbeitnehmer sowie Ausländer, die diesen hinsichtlich der Arbeitsaufnahme rechtlich gleichgestellt sind oder andere Ausländer, die nach dem Recht der Europäischen Union einen Anspruch auf vorrangigen Zugang zum Arbeitsmarkt haben, NICHT zur Verfügung stehen"
