Applying for student visa and dependent visa

Hi,
I am admitted to PhD studies in Germany, beginning in Fall. I am married and want to bring my wife with me. From the Embassy I got the info that we can both apply at the same time. We should have apartment and health insurance at the time of applying.
I have few questions:
-since I will cover my living costs by my own, is it enough to have money for both of us on a blocked account only for the first year? (I will apply for stipend but the result will come too late for visa application)
-is the apartment of about 30-35 sqm enough
-where will the case be considered, at the Embassy or at Ausländerbehörde?
