More and more high-qualified people are leaving Germany

It is addressed that in the recent years more and more high-qualified people are leaving Germany. The qualification of people who are leaving the country is higher than the ones coming into the country.

This has been addressed as a problem. However there is a crisis now, all the companies fire people. I don't know for which criteria Germany state says that they need high qualified people? while private sector is firing people?
