Returning back to India- transfer of residence- customs rule

Hi,
After staying in Germany for nearly 3 years, I will be travelling back to India this Dec. I have heard we have a rule for "transfer of residence(TR)"- for stay abroad more than 2 yrs - wherein one gets higher allowances to import household goods. I have read through many sites (geocities and cbec) but I still have the foloowing queries:
1. How does one apply for TR? Is there form separate from the one we fill normally to declare value of dutiable goods?
2. What is the procedure to avail this TR?
3. Its said that in TR you get allowances for Rs. 75000. Is that over and above the Rs. 25000/- per person allowance?
4. In the customs web page, they have a list of things, which one can bring free of duty in the TR scheme. What if I bring an electronics items not mentioin the list?
5. Some of my household goods(mainly used clothes, shoes, toys, utensils) will be sent by air cargo. How will they calculate customs on that? Can these also be covered under TR? How?
