Passport expired &New passport (without visa)
Could anyone tell me, how it will work if some one has expired his/her passport validity end of this month (February) and he/she got new passport book at home country beginning of this month. At that moment he/she is staying at home country. But he/she has German visa (resident visa) in old passport book, which will be invalid end of this month. How he/she will enter Germany in March 2011. Can he/she permit to enter Germany beginning of March 2011 with new passport (without visa) and old passport with visa (expired date)? Feedback needed.

If your old passport is expired but has valid visa (Residence permit), you can enter Germany. You need to keep new passport togetehr with old expired passport having valid visa.
But
If the visa is also expired, then she cannot enter Germany.

Looks like your plan was a bit shoddy. You cannot enter Germany without a valid visa. If your visa is invalid in the beginning of March, then please apply for a tourist/Business visa based on your new passport. Take the old passport with you to show them that you have lived in Germany (Schengen) before and this makes your application credible and process easier. Enter Germany and head straight to your Ausländerbehörde and get yourself a Fiktionsbescheinigung. That gives you some time to breathe and you can plan the rest carefully.
