If person has 70% marks in last degree transcript of records, German embassy gives the visa on that. Also University has accepted his qualification before?

My question is only this that If last degree transcript has 70% marks and university acceptance is their, then embassy gives the visa.

Yes, Embassy gives visa with double scholarship!! Sorry, just a joke! Actually the transcript has no major role for securing the student visa. The visa always depends on the VISA requirements, which you can find in the respective consulate web page!
