german dependent visa for phd students

I m a phd student in germany till 2013 , going to get married in january 2012, my fiance is in london with a resident permit till 2013.we are going to get married in india . so please can anyone
give me information

1. can my fiance apply for german dependent visa from london ?
2. what are the documents required to apply german dependent visa from london?
3. how much time will it take in getting the dependent visa?
