Blocking tickets for visitor visa

Hi,

I came across a 2007 forum which was about blocking tickets for visitor visa. I am not clear about few things and will be great if someone can alswer following queations:

- What is "blocking a ticket"? I thought either one buys a ticket or do not buy. How is blocking possible. It sounds like one has not to buy ticket and it can be cancelled too.

- Is such ticket still accepted by German embassy? It is little strage to buy ticket because one has to do it in advance and in case there is a delay in getting visa or if the person falls ill or something else happens then whole money is gone.

- Where I can block a ticket? On internet or only through agents?

- For visitor visa (people from North), one applies in local VFS or Delhi VFS or direclty in embassy?
