What do you mean by safe ? Whether the company is capable of keeping you on their payroll for 36 months?

Nothing is safe nowhere, you can be laid off from a company with only employees or kept employed there, you can be laid off from a consulting company or be safe there.
If you want to take a decision, just weight all the pros and cons you have and make a step.
