Highly Qualified
Dear All,
There are few of GCs who are here not as an IT specialist but qualified for the program with salaries over 50000. Can they be termed highly qualified with old law. And because the old law had termed them as "highly qualified", should they still be termed so in 2005 as well ?
What do you guys think?

Old law yes, but we talking about the new one. When a new comes, the old becomes obsolete.
