BE work in EU

Dear Trust
I have a BE and I recently had a job offer in Italy ( a EU country).
Is it possible to extend my BE to other countries of EU such as Italy.

A friend told me that in some cases you simply pay 10 Euros or so and get the permission to work anywhere in EU.
Any advice or help will be of immense help.

I've never heard of such a thing, so I don't think it's possible.
